 As you can see I have plenty of power to run at max eyecandy and even with large numbers playing and casting on screen the game is keeping up a high frame rate with no stutter or glitching

but it insists on resetting the video to fastest frame rate each launch is there a way to fix that?

I think one of the mythic people said there is a check box on the dialog you get if you change it .. where you can check it off to not bother you again..

I had this exact issue on my Windows PC, and indeed the fix is to just simply click the checkbox "don't warn me again".  (Presumably, when you set the framerate you want, you're getting a dialog that says something like "This is not a recommended setting do you want to use it anyway?"; below the Yes/No buttons is a checkbox "Don't warn me about this again"; click that checkbox and the game will stop resetting your video settings at startup.)

 

When I contacted Mythic tech support about this problem on the pc, they were unable to provide even that solution saying only that "this is not a game issue, it is your video card driver or video card hardware".  After a lot of poking around I finally found a game file named "debug.log" whose contents revealed the fundamental issue: the game asks the video driver if it is "WHQL" certified, my nvidia driver isn't, so the game then presumes I have a card incapable of handling the more advanced graphics features and throttles itself down to fastest framerate.
